Idris: Immediate steps in place to prevent violent criminal activities - The Star Online

PETALING JAYA: The Government will put in place immediate measures, such as intercepting communications and monitoring electronic devices, as a way to curb violent and crime activities, said Minister in the Prime Minister's Department Datuk Seri Idris Jala.

He said using the existing laws to address the problem would be the better option as it could take up to six months to draft a new legislation on preventive laws.

"Among others, the Criminal Procedure Code (CPC) has a new provision that allows interception of communications to enhance the capabilities of law enforcement officers to compile evidence against organised and violent crime offenders," he said in a statement yesterday.

He said both the Security Offences (Special Measures) Act 2012 and CPC allow the use of electronic monitoring devices (EMD) to monitor the whereabouts of offenders released on bail to ensure that they were not repeating the crime.

"Other countries such as Britain and the United States have been making use of EMD for quite some time and they have seen a declining rate of recidivism," he said.

Last month, Prime Minister Datuk Seri Najib Tun Razak announced that the Government would discuss the view that a new law similar to the repealed Emergency Ordinance is needed.

Idris, who was tasked to head the committee in drafting the new preventative law, said that at this point, it was too early to provide any further exposition but it was safe to say that a joint task force comprising the Home Ministry, Ministers in the Prime Minister's Department, Inspector-General of Police and Attorney-General was also assessing the specifics and options on how to ensure sufficient empowerment to law enforcement while ensuring necessary checks-and-balances.

He said the task force would strengthen the capabilities of all relevant parties, including police, Attorney-General Chambers and courts, to put repeat offenders of violent and organised crime under supervision.
